We Build Back Black Alliance Coalition
WE Build Back Black Alliance (WBBA)
Unified Mission
Launched in the fall of 2020, the WE Build Back Black Alliance (#WBBA) was founded to create generational wealth and economic prosperity for all Washingtonians, with a commitment to uplifting historically underserved and marginalized communities. WBBA unites nonprofit executives, business leaders, and community advocates to work collaboratively—connecting young people with experienced professionals, building knowledge through cooperative education, and driving impact through community engagement.Mission
WBBA leads through advocacy, education, and community engagement. We amplify the voices of Black, BIPOC, and other underrepresented communities while advancing policies and solutions that strengthen equity statewide. By convening community-based organizations and minority business leaders, we work together to achieve change in seven priority areas:
15-Point Plan
Economic Development
Advance equitable economic growth through community investment, workforce development, and access to opportunity.Small Business Investment
Expand access to capital, technical assistance, procurement, and growth opportunities for small and diverse businesses.Environmental Justice
Address environmental disparities and invest in clean, healthy, and climate-resilient communities.Education (Preschool, K-12, Post-Secondary, and STEM/Robotics)
Strengthen educational pathways from early learning through higher education and STEM careers.Childcare and Early Learning
Expand affordable, high-quality childcare and early learning opportunities to support working families and ensure children are prepared for long-term success.Cannabis Social Equity
Promote restorative justice through equitable licensing, access to capital, and reinvestment in impacted communities.Digital Equity
Ensure access to broadband, devices, digital literacy, and safe technology use for all communities.Healthcare Equity
Improve access to quality, culturally responsive healthcare and reduce health disparities.Black Homeownership Initiative (BHI) and Anti-Gentrification
Advance policies that increase Black homeownership, preserve generational wealth, prevent displacement, and protect historically Black communities from gentrification.Criminal Justice Reform
Advance fair, accountable policies that reduce inequities in the justice system.Juvenile Justice Reform
Support prevention, diversion, mental health, and restorative approaches for youth.Food Insecurity
Increase access to nutritious food and strengthen community-based food systems.Anti-Bullying and Safe Communities
Promote safe schools, workplaces, and communities through anti-bullying initiatives, mental health support, and violence prevention strategies.Systems Change
Address structural inequities through policy reform, accountability, and institutional transformation.Reparations
Support policies that address historical harms and advance economic restoration and equity.
Collectively, our team bring over 60 years of national experience in public policy and social justice, backed by a shared commitment to building a more equitable future for everyone.
Vision
With clarity, conviction, and courage, we unapologetically give voice to those too often silenced or ignored, while demanding that every community, from the margins to the mainstream, has the resources, opportunities, and power to thrive.
Membership
WBBA is an invitation-only, partnership-driven membership coalition, intentionally capped at 25 paid member organizations. We are a nonpartisan, race-neutral coalition committed to advancing equitable access, economic opportunity, and systems-level solutions that strengthen outcomes for all Washington communities. Each member organization is recognized as a transformational leader dedicated to driving innovation, community prosperity, and sustainable systems change across the state.
Together, we collaborate with more than 900 community-based partners, 3,000 businesses, and institutions that share a common vision of economic mobility, civic engagement, and inclusive prosperity. Our work is rooted in the principle that when historically underserved communities are equipped to thrive, the social and economic health of the entire state is strengthened. We are a bipartisan coalition. We are the WBBA.
To protect the privacy of our members, and in recognition that some individuals may engage in harassment or bullying, we do not publicly share our membership roster. If you would like additional information about our coalition, please contact Paula Fillmore-Sardinas at info@fmsglobalstrategies.com.

The 6 Pillars of Structural Racism
Our Goals
Build a united black voice that bridges all ages, genders, ideology, and societal norms in the black community.
Build a black advocacy voice
that is present at all levels of government; we are not a monolith and our issues cannot be couched under BIPOC issues.
Build back black businesses. The black business has been the heartbeat of the black community since reconstruction.
Build back black generational wealth. We have witnessed an erosion of equity in the black community through the loss of home and land ownership, coupled with health and educational disparities.
Build back black communities. Gentrification has displaced what was once burgeoning black communities. The WBBBA wants to reinvest, reinvigorate, and revitalize black communities throughout Washington.
