At Federal, Municipal and State Global Strategies, LLC—FMS Global Strategies—we are committed to serving the communities where we work, live, and lead. As a 100% Black-owned, woman-led public affairs, government relations, and community engagement firm, our team brings decades of experience, cultural fluency, and a deep understanding of the communities we represent. Our work extends beyond providing strategic consulting solutions; we amplify community voices, strengthen access to decision-makers, and advance equitable policies across federal, municipal, and state government.

    Paula F. Sardinas, NBPLA, currently serves as the President/CEO of FMS Global Strategies, LLC, a #Black and other #BIPOC Governmental Affairs Advocacy firm, and The Purpose Driven Girl, a 501(c)(3) nonprofit, focused on empowering #BIPOC women and girls who are often unable to use their voice— due to intersectionality and structural racism. Her public policy career spans 28 years working in Telecom, Engineering, Banking, IT, STEM, Cannabis, Social Equity, and Financial Literacy. She is a good-standing member of the National Black Professional Lobbyist Association.

    She began her career as an intern on President Bill Clinton's campaign in 1992 and served as the Statewide political director of Women for Change on the Obama Campaign in 2008 and 2012. She recently served as the Coalition builder for Pete Buttigieg and Joe Biden's Washington State Presidential campaigns.

    Paula Sardinas is a trailblazer in the world of environmental sustainability. She currently serves as a Co-Chair of the WA EV Coordinating Council and on the Board of WLIHA, ZEV and several other Boards, leading initiatives to promote renewable energy sources and combat climate change. She has been recognized for her endeavors when she was selected as a 2023 delegate to the United Nations 67th Commission on the Status of Women (CSW67). In March of 2023, The Madrona Institute further honored her contribution to leadership with their most prestigious award, naming her as recipient of their David Giuliani Climate Leadership Award.

    Sardinas earned her AA and BBA from Columbia College in Missouri and studied for her MBA at the College of William & Mary. She has also worked with and for the Administrations of Presidents Clinton, Bush, Obama, and Biden on various programs to increase opportunities and access for women and children.  She has closed out her 2020 by being named by 425 and Sound Magazine as one of the six "Women to Watch."

  • Aaron Tulloch is a Legislative Aide with experience supporting policy research, stakeholder engagement, and legislative tracking across state and local issues. He brings a strong interest in public policy, equity centered governance, and community informed decision making. In his role, Aaron supports bill analysis, committee monitoring, and coordination with policymakers, advocates, and community partners to ensure timely and accurate information flow.

    Aaron is committed to advancing policies that improve outcomes for historically underserved communities and understands the importance of translating complex legislative processes into accessible, actionable insights. He approaches his work with rigor, responsiveness, and a deep respect for the communities most impacted by public policy decisions.

With experience leading town halls, listening sessions, and community forums, they help turn big ideas into real conversations. They’re skilled at making people feel heard—whether in a room of 10 or 100—and work closely with clients to create welcoming spaces where community voice can inform strategy and decision-making. When we show up, we’re not just checking a box—we’re showing up prepared, present, and ready to support lasting impact.

  • FMSGS Small Business Consultants is the business advisory and technical assistance division of FMS Global Strategies, LLC, helping entrepreneurs and small businesses move from vision to sustainable growth.

    Our consultants bring practical experience in business strategy, operations, government contracting, regulatory compliance, capital readiness, marketing, procurement, and organizational development. We work alongside business owners to identify barriers, strengthen infrastructure, and build strategies that lead to measurable results.

    With a particular commitment to historically underserved, minority-, women-, and community-based businesses, we understand that access to opportunity is not always equal. Our work is designed to help close those gaps by connecting entrepreneurs to the knowledge, resources, relationships, and systems they need to compete and thrive.

  • Tasha Mae Haskins serves as Director of Operations & Marketing Communications for FMS Global Strategies, LLC, where she helps lead the operational infrastructure, internal systems, and strategic communications that support the firm’s public affairs, advocacy, community engagement, and consulting portfolio. With more than 20 years of experience supporting executive leadership, managing operations, and executing high-level administrative and programmatic work, Tasha brings a seasoned perspective developed across nonprofit, corporate, and community-based environments.

    In her leadership role at FMSGS, Tasha oversees operational workflows, Marketing Communications, project coordination, internal processes, organizational systems, and brand consistency. She works closely with President & CEO Paula Fillmore-Sardinas to translate executive priorities into action, strengthen accountability across teams, support client deliverables, and ensure the firm’s work is executed with professionalism, precision, and purpose. Her background in executive support, grant writing, stakeholder coordination, program development, and communications allows her to effectively manage complex, fast-moving initiatives while keeping teams focused on measurable outcomes.

    Tasha is also the Founder of Advocacy Queen, a Washington-based nonprofit focused on equipping individuals and communities with the tools to navigate systems, strengthen self-advocacy, and achieve greater long-term stability. Through Advocacy Queen, she has experience in direct advocacy, training, program development, community engagement, and working with public agencies and policymakers to help individuals better understand and access the systems that affect their lives.

    Known for bringing structure, clarity, and accountability to challenging environments, Tasha approaches her work with a strong commitment to service, equity, and community impact. As FMSGS continues to grow, she plays an important role in building the operational and communications capacity necessary to support that growth while maintaining the high standard of excellence that defines the firm.

  • FMSGS Cannabis Social Equity Consultants brings more than 30 years of experience in public policy, regulatory affairs, business development, government relations, and community engagement to Washington’s evolving cannabis industry. We provide hands-on technical assistance to social equity applicants and licensees navigating licensing, compliance, business planning, capital readiness, operations, site development, and long-term growth.

    Our team understands that entering a highly regulated industry requires more than a license—it requires strategy, strong business infrastructure, access to capital, and trusted guidance. FMSGS works alongside entrepreneurs to protect ownership, identify and mitigate risk, strengthen business models, and build sustainable cannabis enterprises positioned to compete, grow, and create lasting economic impact in their communities.
