Sardinas, NBPLA, currently serves as the President/CEO of FMS Global Strategies, LLC, a #Black and other #BIPOC Governmental Affairs Advocacy firm, and The Purpose Driven Girl, a 501(c)(3) nonprofit, focused on empowering #BIPOC women and girls who are often unable to use their voice— due to intersectionality and structural racism. Her public policy career spans 28 years working in Telecom, Engineering, Banking, IT, STEM, Cannabis, Social Equity, and Financial Literacy. She is a good-standing member of the National Black Professional Lobbyist Association.
She began her career as an intern on President Bill Clinton's campaign in 1992 and served as the Statewide political director of Women for Change on the Obama Campaign in 2008 and 2012. She recently served as the Coalition builder for Pete Buttigieg and Joe Biden's Washington State Presidential campaigns.
Paula Sardinas is a trailblazer in the world of environmental sustainability. She currently serves as a Co-Chair of the WA EV Coordinating Council and on the Board of WLIHA, ZEV and several other Boards, leading initiatives to promote renewable energy sources and combat climate change. She has been recognized for her endeavors when she was selected as a 2023 delegate to the United Nations 67th Commission on the Status of Women (CSW67). In March of 2023, The Madrona Institute further honored her contribution to leadership with their most prestigious award, naming her as recipient of their David Giuliani Climate Leadership Award.
Sardinas earned her AA and BBA from Columbia College in Missouri and studied for her MBA at the College of William & Mary. She has also worked with and for the Administrations of Presidents Clinton, Bush, Obama, and Biden on various programs to increase opportunities and access for women and children. She has closed out her 2020 by being named by 425 and Sound Magazine as one of the six "Women to Watch."

Aaron Tulloch is a Legislative Aide with experience supporting policy research, stakeholder engagement, and legislative tracking across state and local issues. He brings a strong interest in public policy, equity centered governance, and community informed decision making. In his role, Aaron supports bill analysis, committee monitoring, and coordination with policymakers, advocates, and community partners to ensure timely and accurate information flow.
Aaron is committed to advancing policies that improve outcomes for historically underserved communities and understands the importance of translating complex legislative processes into accessible, actionable insights. He approaches his work with rigor, responsiveness, and a deep respect for the communities most impacted by public policy decisions.

Glynesse Aranas serves in Operations Management at FMS Global Strategies, where she leads internal operations, data analysis, and marketing and communications support to ensure the firm delivers high quality, timely, and impactful work. She plays a critical role in strengthening operational systems, translating data into actionable insights, and supporting MarCom efforts that align with FMSGS’s strategic goals and brand standards.
An accomplished business and project management leader, Glynesse brings over 20 years of experience driving operational excellence, data driven decision making, and service delivery optimization across consulting, technology, and gaming sectors. She specializes in analyzing performance trends, interpreting SLA based metrics, and transforming complex operational data into clear executive level insights that inform strategy and continuous improvement.
With a proven track record of leading cross functional teams, strengthening vendor and stakeholder relationships, and implementing Lean and Agile methodologies, Glynesse has successfully improved service quality, increased customer satisfaction, and advanced large scale process improvement initiatives. Her expertise spans project portfolio management, risk mitigation, technical service oversight, and continuous improvement, supported by advanced training in Lean Six Sigma, ITIL, PMP, and data storytelling. She brings a highly analytical, solutions oriented approach to her work, helping FMS Global Strategies operate with rigor, clarity, and measurable impact.

Victor Njogu serves as Community Engagement Lead at FMS Global Strategies, where he leads community outreach and engagement efforts that inform the firm’s policy, advocacy, and strategic convening work. He plays a critical role in ensuring that community voice, lived experience, and local context are integrated into FMSGS client strategies and public sector engagements.
In his role, Victor partners with community based organizations, residents, and stakeholders to design and implement inclusive, culturally responsive engagement approaches aligned with FMSGS’s commitment to equity driven outcomes. He supports listening sessions, community convenings, and feedback processes that strengthen trust and ensure insights from historically underserved communities meaningfully shape decision making.
